2023 National Treasures: What C.J. Stroud Actually Has (and Why There Is No NT RPA)

2023 Panini National Treasures is the premium end of C.J. Stroud’s rookie year — and it is also the single most misdescribed product in his market, because of a card that does not exist.

There is no 2023 National Treasures C.J. Stroud Rookie Patch Autograph. The product’s published checklist shows a Rookie Patch Autographs run of 41 cards, numbered to /99, and Stroud is not on it. The two Houston Texans RPAs in the set are Will Anderson Jr. #194 and Tank Dell #201. Stroud appears roughly a dozen times in the checklist — and every one of those cards is a base card or a relic. Not one is signed.

Why: Panini had the licence, Topps had the signature

Panini held the exclusive NFL and NFLPA trading-card licence from 2016 through the 2025 season. That licence covers a player’s image and the use of NFL jersey material. It does not cover his autograph — that requires a separate, per-player signing deal, and Stroud’s went to Fanatics/Topps.

So Panini could build Stroud patch cards, booklets and shield 1/1s all it liked, and could not put a pen in his hand. The same pattern holds across every 2023 Panini NFL product: National Treasures, Contenders, Contenders Optic, Donruss Optic, Select, Zenith, Flawless, Panini One, Limited, Impeccable, Spectra, Illusions and Obsidian all carry Stroud cards, and none of them carries a Stroud signature.

What Stroud actually has in 2023 National Treasures

Verified against the published 2023 Panini National Treasures Football checklist (re-read 24 August 2026) — these are real, and several are genuinely scarce:

The base card’s parallel ladder is the set’s standard run: Jersey Number Red /99 or less, Purple /49, Gold /35, Holo Silver /25, Midnight /20, Holo Gold /15, Stars & Stripes /13, Emerald /10, Platinum 1/1, Printing Plates 1/1.

The NFL Shields 1/1s are the top of Stroud’s National Treasures run: a single copy each, built around the NFL shield patch. They are the closest thing this product has to a Stroud grail — and they are unsigned.

What to do when a listing says “Stroud NT RPA”

It is one of three things, and none of them is what the title claims:

• A patch-only relic from this very set. Colossal Materials, Framed Fabric, Rookie Dual Materials and the NFL Gear cards all have big, attractive swatch windows. Sellers add “RPA” as a search term. There is no signature on the card.
• A different player’s RPA. Will Anderson Jr. #194 and Tank Dell #201 are the real Texans RPAs from this product.
• A Topps card. Stroud’s actual signed cards are Topps issues (below), and some sellers relabel them under the better-known Panini brand name.

Read the card image, not the title: if you cannot see ink on the card, it is not an autograph, whatever the listing says.

Where Stroud’s real certified autographs live

All of them are Topps, and the timing matters because most of them are unlicensed:

• 2023 Topps Composite Football — Topps’ return to pro football, unlicensed (airbrushed, no NFL team or league logos). Stroud is a headline rookie signer alongside Bryce Young, Anthony Richardson and Will Levis: Cosmic Chrome Auto CCA-CS, Topps Chrome Auto TCA-CS, Topps Chrome Black Auto TCBA-CS, Resurgence Rookie Signature RRS-CJS, and patch autos CPAH-CJS / CPAV-CJS / CJPAH-CS / CJPAV-CS / RPA-CS.
• 2023 Topps Motif Football — high-end, six hard-signed cards per Hobby box, also unlicensed. Stroud base #96 RC plus on-card autograph inserts (AA-CS, GG-CS, HS-CJS, ME-CS, AD-CJS, VM-CS) and rookie relic autographs MRR-CS / MRRD-CS / MRRT-CS / MRRQ-CS.
• 2024 Topps Chrome Football — unlicensed. Base Auto BA-CST, All-Etch Auto AEA-CJ (base #83).
• 2024 Topps Finest Football — unlicensed. Finest Auto FA-CJS, Prodigies Auto P-CJS.
• 2024 Topps Signature Class Football — Veterans Class Auto VCA-CJS (base #18).
• 2025 Topps Chrome Football (released 15 April 2026) — the first NFL-licensed Topps product since 2015 and therefore Stroud’s first licensed certified autographs: Base Auto BA-CS, Chromographs CG-CS and Future Stars Auto FSA-CS. Base card #119.

If you want a signed Stroud card that shows Texans marks, 2025 Topps Chrome is currently the only place it exists. If you want his signature and a patch on one rookie-year card, that card exists too — it is just a Topps issue with no NFL marks. The RPA guide sets out both.

Buying National Treasures Stroud safely

At this price tier, do not cut corners. Buy graded (PSA, BGS or SGC) so condition and product identity are settled, use sold comps rather than asking prices, and match the exact card — patch size, colour count, prime material and the serial tier all move the price hard inside the same design.
